Default New rims TPMS issue

I installed new rims today. After they had installed them and was ready to go they then told me they didnt move the sensors because they would not fit in the new rims.
Were they just being lazy and not want to take the tires back off? I was told i would need a "rubberband" to hold it down to the center of rims instead of the way it is now.
They are aftermarket Helo 868 rims

It sounds to me like they dropped the ball. An experienced shop would have advised you of the problem prior to mounting the tires. Did you know that it was in violation of Federal law for them to install the wheels without the TPMS? I think I'd find a different shop to service your vehicle.
