1991 corsica stutter has me stymied *urgent*
I've a video here of the engine running so it should be easy to diagnose for those mechanics that have experience.

now, ignore the fact that it has no pipe and has an exhaust leak. I just cut the pipe off.
The car stutters like this almost non-stop. However when it does, the speedometer will not work at all, but on the rare cases when the car runs fine, the speedometer will INSTANTLY start functioning.
I do have a small leak in the gas tank Which I will be repairing soon as well as the fuel filter.
Here is what I've done to fix this:
1. Checked EGR and cleaned the passage. Solenoids do function normally
2. Checked IAC Valve and cleaned it. Resistance is fine, the valve does move.
3. Checked MAP sensor 100% functional
4. Changed spark plugs and wires.
Help is needed as I don't have the finances to take this to a shop nor to purchase a bunch of unnecessary sensor replacements. We are on SSI so have no spare funds and this is our primary form of transportation and have medical issues that require us to travel in emergencies.
I do not have a fuel pressure tester.
I do have a voltmeter.
