my 99 cavalier also doesn't start sometimes
I have a new starter, relay, battery fairly new, also put in a new ignition lock cylinder
But mine starts for 1 second, then dies out. If I keep turning the key it will sometimes eventually start like there's no problem.
Have you figured out what's wrong with yours?
Also, if you turn your key to the ON position, do you sometimes see the THEFT SYSTEM light on? I do on mine sometimes, but it will still start sometimes with or without it, and then it goes off once the car does start.

for the op:
if you here a single click of the starter solenoid when the key is turned to start but the car won't crank over; the starter brushes may be worn. have someone hold the key in start while you rap the starter with a hammer. this will jar the brushes and they will make better contact with the slip rings. if the car starts up, replace the brushes for about $15.00.
just remember that there is potential to crack the field magnets in the starter when you hammer it.
