Default Cavaleir Front end driver side noise!

I have a humming noise on the driverside front wheel area of my car.I've replaced the whole struct assembly.The whole hub assembly.The noise all most sounds like a broken belt without the roughf ride.I have winter tires on my car and people have told me thats what the noise is but I don't think so.My winter tires are new on the front and my back winters are last years.Please help me? Is the noise consistent or intermittent? Does the noise get louder or vary in any way with speed? Does it occur in all gears or specific gears?
