Default 2002 A/c heat first two powers don't work

THe first two powers (1 & 2) are not working in my car. The 3rd and 4th powers work just fine. The heat and a/c work fine on those powers. I am not sure what could be causing this problem. Any ideas?

Im going to a guess and say it is probably the resistor has worn out. If you look down by the fan motor, you should see a wide plug into a resistor past the fan. Should be two screws holding it in. This it what controls the an speed and they do wear out. It is called a blower motor resistor and they are about $30-$50 or so
