Default 2003 cavalier Cooling fan not coming on

Hello, i have a 2003 Cavalier with the 2.2L Ecotec engine. The cooling fan isn't kicking in when temp is up or when ac is turned on. I have checked the fuse(30amp) its in good condition and I have swapped the blower motor relay with the fan relay to check and make sure the relay was good....blower fan still works but still no cooling fan. I have tried starting the engine with the ECT sensor unplugged and also tried unplugging it while the engine was running, neither turned on the fan, i then unplugged the fan, and put a meter to it to see if there was power going to the fan, and repeated the previous procedure ... but there was no voltage at the connector for the fan. I am not sure where to go from here, is there a method to see if the connector wires are bad? or perhaps if the computer is bad? any idea on which pins on the ECM i can ground to possibly force the fan to turn on and see if my computer is bad?

Wire the fan directly to the battery. Or use a paper clip/wire to bypass the relay??

My 2002 cavalier fan motor burned out, I had to replace it at 85,000 miles or something.
