2004 headlights
I have a 2004 cavalier and am tierd of people flashing their bright
lights at me because they think I have my brights on. Has Chevrolet or
any after market manufactures made any headlights that don't aprear to
have 4 lamps on when you look at them from the front. I have not seen
headlights on any other car that do this.

Could be the type of bulb in the headlight. Have same vehicle with OEM bulbs installed and never have that issue. Also, never hurts to adjust headlights to make sure they are aimed correctly.

x2 for aiming the headlamps.
you don't have hid bulbs in the stock lens assembly do you?....aiming won't fix that.
a small car like that with a fully loaded trunk and a full backseat of people will squat the back of the car causing high headlamp aim.
I have a 05 with stock bulbs and lens assembly. After aiming with a symtech isocolor aligner I could see better at night and never got flashed
