Default drl switch/relay location

Hello all,
Just registered.

My kid has a 1999 Cavalier that has no bright lights or daytime running lights. The bright light indicator light on dash apparently is not working either nor is there any light indicating drl issue. When I hit the bright light switch, the lights go out.

My brother changed switch w/cruise control on steering column and has tested all connection with probe.

We have hopefully deduced it to being the drl switch/relay but we can't find it anywhere. Where is it?

Have found some info in one of his manuals about it being in back of the front impact bar (I think that's what it was called).

Any help is REALLY appreciated!
