Default L.E.D. tail lights

2003 Cavalier. To start off I changed the flasher to electronic one that can handle led lights and I was able to install front turn signals/parking lights no problem.... But I try and install led 3157/3057 (tried both, didnt matter) and the light is at full strength when parking lights are on and when you turn blinker on (it blinks off and back on) or hit brake the light turns off. Instead of going bright and then dimming back down. Im not sure what to do and havent seen anything on internet for help.

That means the light has no ground.
