Default Rear brakes not working.

What could be the problem that both rear brakes do not hold? With brake pedal depressed I can manually turn the rear wheels.


Specs:
Cavalier 2001 Base 2.2L
New brake shoes
ABS disabled
Master cylinder ok.

did you replace the shoes or a mechanic? IF you did it maybe the shoe hardware are not put on right and the adjustor is not letting the shoes adjust.

I installed the shoes myself. I'm sure they are installed and adjusted correctly. The problem already existed before the new shoes. I thought that the new shoes would repair the problem.
