Default seat belt alarm

my alarm stays on continuously, I always wear my seat belt.
when I'm driving I get a ding every 3 sec. when I slow down or turn on a blinker the alarm goes nuts. Is there anyway I can disable the alarm?
I tried disconnecting the wires under the seat but that didn't work.
any help would be great, its driving me nuts. ty

forgot to mention its a 98 4 door cavalier
I do also have several elect problems (running lights don't work, interior light on at all times, one high beam won't work, replaced bulb and fuse, lost 2 lights on my radio,) this is just the latest issue. I just want the constant dinging to stop

could be a short somewhere ad it could be causing all of that
