I have a 2007 Cobalt that I have brought over with me to Italy, does anyone know if or how I can change the FM stepping from odd to even?

You could try having the dealer reprogram the radio software to see if it works.
There is no option for the north american tuner, but possibly the operating system reflash will do the trick.
Otherwise you're gonna have to fork out for a new radio
