Question Cobalt security

I've got a 02 chevy cobalt with the security light solid on it ran fine then someone hooked up jumper cables the wrong way positive to negative and negative to positive it fried the starter so I replaced that now the car will start for a few seconds and stall over and over agian the security light was flashing so I did the key on for 10min off for 5sec three times now the security light will stay on solid and will not go out after 10 min or at all Do you think this could be an ecu issue

plug a scan tool into the vehicle and see if it communicates with the pcm...if yes, the pcm is probably ok. post the theft deterrent codes.
cobalts were not made in untill 2005 so post back with the codes, model year and engine size

Default NO DTCs Found

The car is a 2006 (10/05) I read the codes and there are no active or pending codes found I am going to attatch some pictures

the theft light is on...padlock...so theft codes are stored....they must be read with a scan tool that access body codes. a cheap code reader only accesses powertrain codes.

what ru using to scan with?

Its a amazon wifi dongle thing called (icar)
Amazon Amazon
and the app im using is called car scanner or obd mary from the google play store on my phone

are tyhere any scan tools 200- 400 bucks that will acsess all the modules and any that suport bi directional functions that you reccomend
