Default 2001 Express 5.7 L and GM TECH2 Scanner

Can a GM TECH2 Scanner find issues on a 2001 5.7L van that a ODBCII cannot ?

any factory scan tool will be able to do more than most generics. I would definitely not rush out and buy a tech2 as they are obsolete for 2015 and newer.
what do you need the scan tool to do?

check out autoenguity.com for the best laptop based system. It can do pretty much everything the tech2 can. updates are cheap. you can buy only the programming you need but still can expand it if you buy something else.

When motor magazine rates it as a top 20 tool; you know its a quality product.
