Default Power Steer Pump

86 g-30 5.7. Power steering belt has been loose since I bought the van. I loosened the slider bolt and bolts holding what I think is a pump lower than the power steering pump Can not get pump to move. I am sure there is a pivot bolt somewhere on the PS pump, but I cannot see it. The only bolt I can see but cannot get a wrench on is located behind the pulley. Any help

Maybe the pump is maxed out with the wrong size belt on....can you move it inwards?
