Default Removing rear seat belts

I have a 2000 Express conversion van and want to remove the floor mounted rear seat belts that went to the rear bench seat. Looking underneath, the underside of these anchors are behind a heat shield. Does anyone know if the bolts that hold the anchors in place are screwed into some kind of fixed fastener? Can I just remove the bolt I have access to?

Those shields are a pain, but yes you can move them... You have to drill out the big rivets, and then use self tapping screws to re fasten them later. Drop the spare tire too. You may be able to see the bolt you are looking for......

To follow up, canucklehead was correct, dropping the spare gave me access to the bottom of the anchors. They must be welded/glued on as the did not come off when I removed the bolts.
