Default Seat Belts how do I make them work - G20 Van

My new 84 G20 Van (now has 365 miles) seat belts wil not retract or extend. They just lay there. you can buckle them and release them, but it would be nice if they worked properly.
Not the first question, many to follow.

if they have the reel mounted on the end then the spring has broken / lost it's wind ,, if it is the old adjustable type just pull the end tight.

For a seat belt in particular, suggest buy new. There are universal kits.
