Default trouble shooting brake and turn light problems

2003 express van 6.0
I am looking for resources for trouble shooting electrical problems with brake and turn lights. All my turn lights are non functioning (just dash indicator blinks fast - thought I had a bulb out - but none were working along with brake lights.) no voltage to fuses 3,4,5,9.&10.
Would like advise, source for wiring diagrams -or God Bless you - solution.

check the hazard fuse first. Then check fuse #22 under hood (possibly same one). If that is blown, then fixes it, then blows again, it most likely is the flasher. This is behind the dash right about where your right knee is when driving. Let us know if this helps.
