Exclamation What are the fuel pressure specs on 2000 5.7L

I have a 2000 Chevy Express 1500 5.7L. Starts are slow and ocassionally may not start at all. The spark is good. Fuel filter was changed. The fuel pressure at the tank is 60psi. The pressure at the fuel rail is 50 psi with engine off and 45 psi with engine at idle and higher speeds. It seems like both the regulator and the pump are bad. On this model, should the pressure always be above 60 psi at the fuel rail? And should the pump pressure be much higher?
