1999 C1500 Suburban No check engine light

Default 1999 C1500 Suburban No check engine light

Looking into buying a 99 Suburban with the 5.7 motor.
Seller says cats were removed.
I'm thinking that's strange, the downstream o2 sensors should have triggered the check engine light.
Looked underneath and found the front o2's are there and plugged in, rear o2's gone and harness connectors hanging loose.

So, I turned the key to the "on" position without starting to verify the dash lights.
I saw the 'check gauges light', but no 'check engine'.

Wondering what happened here. Truck runs ok, not great. I don't see any black tape covering anything. maybe they used a programmer to turn the light off? is that even possible?
