99 7.4 suburban, fuel pressure?????

99 7.4 suburban, fuel pressure?????
I have a 99 chevy suburban 2500 7.4/454 big block vortec engine,
This is what it's doing, sometimes it takes a bit to start it, but sometimes it cranks the first time, usually giving it gas gets it started quickly, then on the road it sputters sometimes, when we tow a load it is worse,
What I've done:
Fuel filter was clogged, i replaced it,
spark plugs, put new ac delco platinums,
changed the cap, rotor, wires,
ignition coil replaced it,
so i still have the problem
so i checked the fuel pressure
when we turn the "battery on" i get a quick reading of 60 psi, then when the pump clicks off it drops to 50 psi and stays there i turn on the truck and it stays at 50psi
book says the psi should be at 60-66 psi,
so is this my problem???
do i need a fuel pump or fuel pressure regulator,
or the only other thing i could think of is that it is the distibutor?
any help would be appreciated because i'm stuck
