'99 tahoe rear stabilizer bar?
Is it possible for worn bushings on the rear stabilizer bar to make the brake pedal pulsate at very slow stops [5-10 mph]? There is a noise at times that sounds like loose parts from the rear brakes, but that could be from the bushings instead? Any help would be helpful, this problem has had me going crazy.

Sounds like the antilock system to me.
As far as the bar and bushings, try jacking it up to take the weight off the suspension, secure it with jackstands, then crawl underneath and try to wiggle the bar. If your bushing are shot, you should be able to see it this way.
Have you checked your brake linings? I have seen this happen with worn shoes/pads.
