Default Brake Problem please help

My 1998 Lumina sedan is having extremely poor brake function. Almost no ability to stop the car. There is a failry loud hissing sound being produced when the brake pedal is depressed. This sound is coming from the brake pedal area. When I looked for the source I see the brake pedal bar attached to a round fixture that I'm sure leads out through the firwall into the engine compartment. Am I looking at replacing the Brake Power Booster or is there a diaphram or gasket that I can replace? Thanks for any help!! - Jon
