Default Bottom ctr fuse box, 6 fuses no power

So I tested some fuses in my bottom ctr fuse box on my 2000 Chevy impala. 6 of them I can get no light to light up on my fuses tester. They are the 6 in bottom right corner starting at fuel inj and ending at oxy sen. Car starts and everythimg but has been running rough. Why would this cluster of fuses have no power?

Did you have the key in the RUN position when you were testing these fuses? I don't see how the car would run at all if you didn't have power to these fuses.
