2000 dash light other issues

2000 dash light other issues
Recently I have had a strange Issue with all the lights in the dash coming on and when this is happening the A/C blower, Radio, Windows doesn't work.
It does not do this all the time. When the condition happens the engine will start and run and the car so far is drivable but as for now its unknown if external
lights are working in the condition. After 15 to 45 seconds the car dings three times then the lights go out the A/C Blower, Radio, Windows works as they
should.
