Default 1998 lumina fans not running correct

Hey how's it goin! I've been doing some research on this subject but I just seem to be stumped!

I have a 1998 lumina with the 3.1 and it only has 49,000 miles (it was my wife's great aunts car).

The car starts to over heat when at idle or street traffic due to the fans not turning on.

When the AC is on the fans run (I believe there are 2 speeds?? Low speed and high speed).
Anyways the car overheats when at idle, not on the freeway.

What I have done.
-checked all the fuses in the engine bay. Good.
-checked the fan relays. Good.
-changed the sensor on the block
-changed the sensor on the radiator
-flushed radiator.

Car is still overheating because the fans aren't turning on at temp.

Does anyone have any ideas?

Above poster. what did it end up being? did you fix it?

I as well am having overheating problems, but I'm about to make a new post because mines a long story lol.
