Default Engine Chirp

Hello, i am new to this forum so sorry if this has been asked, i have been looking around all over the internet and can't find anything. i have a 1993 lumina. a few weeks ago, when i was turning right there is a chirp sound and i ignored it for a few days. when i started it up in the morning there was an extremely loud squeal and i had no idea where it was coming from. this lasted for about two weeks when today i started it and the sound was gone (i also haven't been driving it, just starting it periodically when working on it). now, about an hour later the chirp is back. when i look under the car it appears to be coming from the starter/flywheel area. the starter is new as of 6 months ago. also, i took the serpentine belt off and it still made the noise. any suggestions would be greatly appreciated.
