Default Shouldn't RF tire spin freely in 2wd?

was going to check wheel speed sensor and found tire only rotates back and forth 1/4-1/3 revolution and binds up against what feels like park! yet LF wheel as well as front driveshaft spin as free as a bird? This can't be normal.

trans.was in neutral and transfer case was in 2wd. I can spin front driveshaft between transfer and diff freely by hand as well as LF wheel. cable seems to operate correctly from vacuum diaphragm....I'm thinking maybe an adjustment to cable at diff to add slack? Or I messed up 1 of those thrust washers in the tube-fork setup? maybe when I popped out the 1/2 shaft a wk or 2 ago and popped a new one in? I wondered at that time if I may have dislodged a washer...though everything seemed to go bacl together fairly easy....

axle half shaft was binding at CV joint due to angle from wheel to tube while being jacked up...all is good now I can start testing-diagnosing my wheel speed sensors!
