Default Advice on '95 Blazer EVAP problems...

Hi guys. My '95 Blazer (4.3W, 4L60E, 2-door, 4x4)) is throwing a P0449 code. But my truck came from the factory with only a filter (PN#17094159; no vent solenoid or electrical leads to housing) mounted high on the fuel filler neck. I pulled the filter and it's completely clear... Why would the OBD throw a P0449 control code for an electrical circuit that doesn't exist? What else could be causing this?... At idle, the engine sounds like it's missing, smells like it's running rich and often stalls. At speed, it smooths out some but is obviously not right. I've checked all EVAP lines which appear to be fine. Any advice is greatly appreciated! ~Alden
