Default Spare wheel location. S10 Blazer what am I missing?

How does the spare wheel locate in the upright position?
I have the parts in the photo plus the cradle bolted to the floor.

I've tried but there must something missing as the wheel just flops around.

Any help appreciated, I'm fed up of seeing the lying in the back. Thanks.

I don't have a S-10 Blazer anymore. From memory the short bolt with the big eye gets bolted to the vehicle side. The long bolt open eye hooks to the small one and goes through the center of the tire. Then the larger piece goes through the hole in the tire from the other side and the wing nut is put on to hold everything together.
