Consolidate one of the least used section to the other section(I.E.the Chevette section) and use that opened up space to create a section called "Anything Goes" that would require a special password to enter.That password would keep out underage use and hopefully spam users.Two basic rules are no flaming of other members and no threats to other members.Beyond that,anything goes,no censorship.

I have though about that before. I can set it where you need password to enter a section as well. I think I can make it so you have to put your age on your profile to access it. A such party room can be a good thing.
I have seen it used in other forums where off color jokes can be posted,political subjects covered,some religious subjects,but not for off brand from the site tech questions.Pictures are a major part of it along with the jokes.A op would have to go to apply for a password and then would be allowed to enter.Age requirements would be needed to get said password.0 tolerance for threats to other members,but some good humor poking would be allowed.Tightly monitored by staff members say site moderators and above.
