A battery hold down is a common thing that people get denied access to the track for. If you're just running a street legal vehicle, a seatbelt, good tires, no loose body parts, battery hold down, no leaks (at least major leaks), etc....In general your vehicle has to be mechanically sound.
In cali, I beleive its anything under 12 or even 13 sec require's an "approved" helmet, definetly check their web site or call the track they probably have a recording that states some info.
