Default wondering about fuel pressure

ok. so i installed a fuel pressure regulator. because i thought my pump may be going out. so heres the stats:

key on, engine off: pressure goes to 55 or so then immediately drops and holds to like 20 or so.
key on, engine on: idle its at 60-66 psi
driving and lets say, 3rd gear going 50 uphill it sits at almost 71 psi. then drops to 65 when i let off gas. all data says spec is 55-60 and 66 wide open.
shop key says 60-66 psi constant.

question to you all is, does it sound like fuel pressure regulator or pump? i have not had issues with starting, but thats because i have so much fuel going to my motor. it does smell a little more rich than i remember. let me know your ideas. i hope its the regulator because its an excuse to finally do my cap and rotor and intake gaskets. plus a pump is 300. regulator is 40
