I just recently installed a new horn relay and was about to run the ground wire to the battery, not knowing the wire was spliced at the middle without any electrical tape on it. Then not knowing it the unprotected wire from the horn relay touched metal & started to burn. Now I have replaced the voltage regulator thinking that it had shorted out. I tried to put the wire back on to the post and still shorting out ( sparking every time I touch the post) . Please help Thank you. P.S. Replaced front lamp harness and checked all fuses in fuse box. Fuse box blown out?

If the ground wire touches metal, it won't hurt anything. Bare metal is ground. What you have is a hot wire. The horn relay in 1963 had 3 wires. One from the horn button, one from the battery and one to the horn.

Tape up the bare wire. You should have a + wire to the relay contact, and another wire to the horn from the relay. The coil of the relay should have one wire from the switch (steering wheel), and it grounds on the frame. If you hook it up and it blows, you have a stuck switch.
