2001 Duramax no cold start

2001 Duramax no cold start
I took in on trade a 2001 Chevy 3/4 Duramax. Under 28 degrees it will not start. My service manager and master tech cannot find out what is wrong with it. Fuel rail pressure drops down to 4 psi but with vacumn check everything checks out. Fuel heater issue? How do we check that? Any other ideas? Techline doesn't come up with an answer for us.
