Default 2001 Silverado 1500-clogged fuel cannister?

My 2001 Silverado 1500 (V8) Z-7l (4X4) has intermittent problems with all the dash lights coming on, (check engine, ABS, Brake) as well as heat/ac working then stopping. If the truck is full of fuel, everything works..was told it could be a "clogged fuel canister" and that it wasn't serious. Checked fuses, all seem ok any ideas? I'd appreciate any advice.

Welcome to the forum. You obviously have an electrical problem but I fail to see the "clogged fuel canister" angle. About the only thing that I can think of is that the EVAP tests don't run when the fuel tank is full but so what? Do the gauges sweep when the warning lights come on like when you first turn the key to on? If so, you may have a power supply problem with the I/P cluster.
