Default 98 3500 heater problem

My heater will not select from floor or windshield or any of the other settings just blows a little from all the vents. Do I need a new control panel or is there something else that would cause this. Any input would be appreciated. Thanks :

Best bet is to have it diagnosed. There could be a couple things here but if you are fine with replacing parts and seeing which one fixes it. It could be a control head or could be mode actuator. Or wiring issue. Or doors binding in HVAC housing. So many........ This is the only reason why I suggest having it diagnosed
