Default Fuel pressure on 97

Hey all hope everyone is having a good friday. Quick question when I turn key to on postion fuel pressure goes up to 54 lbs. then quickly drops to 25lbs. Would this be a pump or regulator problem. I was told if it was regulator, pressure would drop to 0 with in a minute. Mine only drops to 25 lbs.

pull the vacuum hose off the regulator, gas comes out diaphram has a hole. What is the idle rpm?

On the 97 there is no vacuum hose the regulator is inside the intake manifold it could be a regulator or a fuel pump if your going to do a regulator i would just spend the extra money on the spyder upgrade amazon has them if you do the pump use a AC/DELCO one i hear the other ones dont last thats what i did and do a fuel filter at the same time as the pump

whats the pressure while running? id be leaning towards the pump myself
