Default Fuel/Temp. gauges at high noon, truck off.

Hello all, thanks for having me.
Battery is new, AP store says alt. is charging but I'm still getting a sluggish crank on occasion. My multimeter doesn't read miliamps but I can't even register a draw when I open the doors and turn the lights on. I'm trying to track down a parasitic draw perhaps.
At the end of the day, I started the truck to roll up the windows. I turned the truck off and noticed something strange. The dome light came on as usual. After about 15 sec. the fuel and temp gauges both "energized" to 12 o'clock and the dome light went off. The gauges "de-energized as soon as I opened the door to get out. I closed the door and the same sequence happened.
Are the gauge needles all supposed to be at the far left when the truck is off? 2001 1500 5.3L
