Problems with 99 chevy silverado transfer case

Problems with 99 chevy silverado transfer case
The transfer case isn't engaging the 4x4. I put in a new actuator and new buttons. I can hear the actuator working but it doesn't engage the 4x4. I think it is the electric motor in the transfer case or maybe the control module in the dash. Just wondering if anyone has had this problem.
