Default 4.3l Vortec Problems, Need some expertise

Got a 97 1500 and it hesitates upon acceleration.
When hooked to the scanner I noticed some problems, but not sure on how to go about fixing or finding the problem.

All the ST and LT FTRM stay at 0%
Both fuel system 1 & 2 are always on a open loop
it says no activity from 02S21
and the o2 sensors read
o2s11 .00v
o2s12 .05v
o2s13 .215v
o2s21 .440v

The readings on the o2 sensors are always constant, not fluctuating like they should. Any ideas on how to go about fixing this? Or what the problems could be?
