I'm looking into changing my radiator fluid, I have the Haynes manual which says the radiator takes 18qts....this seems ridiculously high, and at $20 a qt stupidly expensive.

Can anyone confirm/deny this before I take it to a shop and drop $120 instead of doing this myself.

Well there's a good way and a best way of doing it? ?? You save alot by doing it your self but sounds like your guessing how to
anyway I found flushing system is best
Take thermostat out flush block and radiator then put it back (can buy new seal or thermostat)
Fill with 50/50 unless is colder climate or then use what book says
job is 3 out of 10 and 1hr to do the right way

Or pull plug from cols radiator use hose flush close run truck till temp fill fluid

What costs $20 a quart. Antifreeze is not that expensive! It's not even $20 a gallon.

He's in Canada, so it might be higher, but $20 a quart anywhere would be outragious.

It's about $20 a gallon here in Canada, $16 or $17 plus tax is $20 more or less.

A 3.78 liter jug is just a hair under 4 quarts. So for a 50/50 mix, you'll need 2 full jugs plus a bit of a 3rd, or if Crappy Tire has some 1 liter bottles, 1 of those.
