Default Rear brake problem. 10 or 11 inch? 97 Chevy z71 4wd

Someone replaced my drums,shoes.wheel cylinders,and all hardware . They bought everything for 10 brakes. Brakes don't work right,feels like they're grabbing , like a warped rotor/drum. I had rotors and drums turned. Was told they didn't really need but I done it anyway. I was wondering if I should have 11 " brakes , drums,and hardware ? The backing plate seems bigger and holes for adjusters don't line up with the adjuster. They are in line with the shoes so no way to manually adjust without taking drum off. Just doesn't look right. I'm not sure how to find out what they should be
