I had a buddy with a 4.8, id rather have one of them than a 5.3 anyday, but if you insist on a CAI in my opinion id stray away from K&N and lean more towards volant or Air Raid, and my thoughts about tuners is it depends on how many miles are on the truck. Exhaust on the other hand yes. But yes, cold air intakes don't like big puddles too much.

The CAI is really engine bling unless you are doing other mods that include the exhaust, intake and heads...in normal driving range of RPM's there is really no advantage of the cold air intake... my 2 cents...

Recently bought an 04 Silverado with the 6.0. 65000 miles. First thing I did was put the 50 series K&N CAI. Claims 20hp gain as well as torque. While I did notice better throttle response and it sounds really cool. I don't notice much in the area of power gain. But did I mention it sounds great haha.
I drove through a monsoon on I71 heading to Cincinnati last Friday. Some of the hardest rain I've ever seen and had no problems with water intake. But can certainly see how a large puddle could cause an issue. They make the covers for them but not sure how well they work.

Do an airaid MIT intake kit. Comes with the tube and a filter. Proven to have better results than all the other intake brands on a dyno. Only gonna get about 8-10 hp out of it and a cool sound. Tuning wise get a custom tune done and skip the handheld programmers. Blackbear performance, go wheatley, Nelson tuning are a few big ones in the
