Recently when I go to start the truck in the morning or after it has sit for a bit, it will turn over a few times but will not fire right away. Could that be a starter problem or a relay?

When you say turn over a few times? Do you mean it will turn over normally for a while and then start, or do you mean it will turn over slowly a few time? If it turns over normally for about 10 seconds and then starts it is more likely your fuel pump letting the gas flow back into the tank. That would mean that the check valve in the pump is bad. That is if it runs normally once it starts.

It turns over normally and then will eventually start after a few seconds. I just bought a new pump for it about 3-4 months ago. It does whine pretty loud when it is cool outside. Not sure if thats a side effect or not...But I have been questioning whether the fuel pump might have something to do with it.
