Default Possessed Voltage gauge

I have a 2003 Tahoe and I just replace all of the stepper motor and now that its all together the volt gauge turns clockwise about 1/4 of an inch and then stops. After shutting down the engine it does the same thing and moves another 1/4 of an inch and so on! I don't think its the stepper motor cause I had an extra one and swapped it out with another and the same thing happened! Anyone have and suggestions?
