Road tar on front fender

Road tar on front fender
Well they have been paving a road to my neighborhood and my friends 99 hoe ended up with some major tar on the fender. Does anyone know how he could remove that tar with out damaging the paint?

Has he tried bug & tar remover or kerosene? Whatever he uses, be careful not to rub it. Just try to soften and gently wipe off.

No he hasnt tried bug and tar remover. It just happened yesterday so i think he is going to go to the store and have a look around.
