ODB reader not reading ECU

Bought new ODB reader plugged it into the ODB on my 1998 chevy venture but nothing happened no matter what i did.. doesnt read the computerat all.
anyone come across this and figured it out?

Look for a blown fuse. Most likely thr lighter

yes sir it was a 15 amper .. i only had a 10 a to replace it.. but it works THANKS
