crankshaft replacement

replacing crankshaft in my 1998 5.7. i have a couple questions
1) main cap torque spec? no repair manual on hand but i did find one site that said 70 ft/lbs for mains and 45 ft/lbs for rods.
2) do i need to have valve timing set before torque?

i ask number 2 because when i torques the mains i can no longer turn the crank at all. but timing chain is not currently installed either. i just want to make sure i am doing this correctly.

Buy a manual or a good rebuilders book from Jegs or Summit. Read it and learn. You will save yourself many hours of frustration. IMHO
