2008 new rotors
Do new rotors bought from the local parts store still need to be surfaced before installation? I'm told that nowadays they come in cut with no runout and do not NEED to be cut.
Also my truck is an 08 (76k miles) and it's my first American truck. How do the front wheel bearings hold up? I'm replacing the rotors mainly because the PO let the pads carve them up but I also have a shimmy at speed and I'm wondering if I should just order bearings anyway.

I haven't needed to resurface new rotors. Just installed as is and no problems.
As far as front wheel bearings if they aren't making any noise and everything is tight, I'd leave them alone. FWIW - I have a 2006 Dodge Ram 1500 that needed both front hubs replaced due to worn bearings at about 120K miles. Truck now has 272K miles and so far the "new" bearings are holding up.
I'd suspect an out of balance wheel regarding any shimmy at speed. If you experience a shimmy or vibration while braking it could be warped rotors.
